David was born on July 13, 1933, in Natural Dam in the town of Gouverneur, NY, son of David W. and Vivian Liscum Premo. He graduated from Massena Central High School in 1952 and enlisted in the Navy of August of that year. He returned home from his service on the USS Coral Sea and married his high school sweetheart, Jeannette Neves on August 6, 1955. Together, they moved to Memphis, Tennessee where he finished his military service. After his honorable discharge on August 3, 1956, they moved back to Massena where he worked for various companies including the St. Lawrence Seaway Project. In 1960, they moved to Tupper Lake where David worked for the New York Telephone Company as a telephone lineman as the company switched from NY Telephone to Bell Telephone, and Verizon from which he retired.

He cherished his time as a Boy Scout leader for many years, finding great fulfillment in guiding and mentoring young scouts as they learned important life skills. Beyond scouting, he had a deep passion for square dancing and line dancing, activities that brought him joy and a sense of community. He also valued reconnecting with his former Navy comrades at reunions, where they shared memories and camaraderie. Outdoor activities like camping and woodworking were some of his favorite pastimes, providing him with a chance to relax and enjoy the natural world. In addition to these hobbies, he was always eager to make new friends, embracing every opportunity to expand his circle. Volunteering in local community events was another area where he found purpose, offering his time and energy to causes that mattered to him, especially the years spent for Habitat for Humanity. He also enjoyed simply "shooting the breeze" with those around him, relishing casual conversations that brought people together. A devoted parishioner of St. Alphonsus Holy Name Parish, he found strength and solace in his faith. Furthermore, he was an active and dedicated member of both the VFW and the Knights of Columbus, contributing to these organizations and honoring the values they upheld.
